Three professors of law in Portugal believe that it would be unconstitutional if the concession extension given to Lisbon container terminal operator Liscont were declared null and void.

Their observations will be attached to the case being presented by the terminal operator to the Arbitration Tribunal.

The concession extension to 2042 was granted by Lisbon Port Authority, but later revoked following pressure from Parliament, which argued that this should have been put out to tender.
